According to Qatar Labour Law, expatriate workers are entitled to salaries and end-of-service gratuity from the employer. In case of delay or denial in payment of salary or gratuity, the worker must file a complaint against the employer/establishment.
If the employer delays or denies gratuity payment without a valid reason, you (the worker) must file a labour complaint against the employer. In order to register a complaint against the employer, you need to reach Ministry of Labour (MOL) website or visit an MOL service center near your place.
How to File a Complaint for Delay/Denial of Gratuity Payment
There are two ways to file a complaint against the employer/establishment for delay or denial of Gratuity Payment in Qatar. Being an expat worker/employee in Qatar, you can file a labour complaint online or in-person as you prefer.

How to File a Labour Complaint Online in Qatar
#Step 1: Go to MOL Unified Platform for Complaints
Open a web browser and go to MOL Unified Platform for Complaints @acms.adlsa.gov.qa.
#Step 2: Login with Your QID/Visa Number and Mobile Number

If there is an option to select User Type, you should select Individual option. Thereafter you need to login to the complaint portal by with help of your QID Number and Registered Mobile Number.

To complete the login process, you need to confirm your mobile number with OTP verification.
#Step 3: Select Submit a New Complaint
After successful login, you should find and click on Submit a New Complaint option to continue.
#Step 4: Select Complaint Type

Now you need to select the complaint type from the list. If you want to file a labour complaint against the employer then you should select “Private Sector Establishments Workers (Qatari/Non-Qatari) Files a Case Against their Establishment” option and click on Next.
#Step 5: Provide Employer Information

Select Employer/Company Name and their Qatar ID Number or Establishment ID Number or Visa Number. Thereafter tick the box to keep this complaint private/secret. If you want to file a complaint openly, you should leave this box unchecked.
#Step 6: Choose Demand Type and Write Comments
Now, you need to select your Demand Type. If you have wages/salary or gratuity payment related issue, you can select relevant option available in the demand type and write your comments to explain your problem regarding the gratuity/salary in easy words.
#Step 7: Upload Documents and Click Next
Upload required documents that support your complaint against the employer for delay/denial of gratuity after termination of employment contract.
#Step 8: Provide Employee Info

You should provide your personal and professional details in Employee Info section. You can provide additional mobile number and email in addition to your registered mobile & email information.
#Step 9: Review Complaint Details and Submit It
Finally, click on Review Complaint Details, check the whole complaint and verify that the information your provided is accurate. Thereafter click on Submit to proceed.
How to File a Labour Complaint Offline in Qatar
If you want to file a labour complaint offline/in-person, you need to visit one of the MOL service centers in Qatar. Kindly follow the steps given here to register a complaint against your employer for delaying or denying payment of gratuity without a valid reason.

- Check the map and select the service center that is close to your location.
- Note down the address and phone number of your nearest MOL service center.
- Visit the MOL service center during its working hours.
- Go to the Complaints Desk and request for a labour complaint form.
- Fill up the form with required information and attach necessary documents.
- Submit the complaint form and exit the service center.
After you submit a labour complaint to the Ministry of Labour, the Ministry will review your complaint and take action against the employer in next 3-4 days. The Ministry will order the employer to settle your gratuity payment ASAP.
In case the employer still does not pay gratuity, the Ministry will take legal action against the employer such as freezing employer’s/company’s bank account, blocking new financial transactions and take the issue to the court.

Can Employer Deny for Gratuity Payment?
The Labour Law Rules protect the rights of the workers as well as the employers/companies. Therefore the Qatar Labour Law gives right to the employer to deny gratuity payment in case the worker has breached the employment contract and/or violated workplace ethics.
In such circumstances, the answer to above question is Yes, the employer can deny for gratuity payment as they have a valid reason for it. The employer should inform the worker and the Ministry of Labour about not paying gratuity with an evidence of breach/violation by the worker.
In case there is not a valid reason, the employer cannot deny gratuity payment to the worker at the end of service. If this happens, the Qatar Labour Law is available to protect the worker and their right to end-of-service gratuity.
Can Employer Delay Gratuity Payment?
Yes, the employer can delay gratuity payment if the HR or PRO of the company is not present for some days. In such a case, the employer must inform the worker with a specific date to confirm that their end-of-service gratuity payment will be processed immediately when the HR/PRO resumes their work.
If the worker does not agree to wait longer, the employer should process the gratuity payment on time as per rules. In case the employer fails to process gratuity payment on time i.e. delays gratuity without a valid reason, the worker can file a complaint against the employer.

The employer can hire expat workers by submitting an employment contract (labour contract) to the Ministry of Labour. Both the employer and the worker must agree to employment contract terms and sign the contract. The employer must pay salary/wages to the worker on time and pay end-of-service gratuity on termination of the employment contract.
